The Housing Choice Voucher program is a tenant-based program that assists low and very low-income families in locating safe, decent, and affordable housing in the private market by offering assistance payments directly to the owner on behalf of the family. The subsidy remains with the family; it is not attached to the dwelling unit. The amount of the subsidy is based on the family's income and household composition.
The Housing Choice Voucher Program is designed to achieve four major objectives:
- To provide improved living conditions for low and very low-income families while maintaining their rent payments at an affordable level.
- To promote freedom of housing choice and integrate lower-income and minority families into mainstream society.
- To provide decent, safe, and affordable housing for eligible participants.
- Provide timely assistance payments to property owners.

Enterprise HCV Ownership Packet and Checklist -
Information needed to be added as a landlord to the Enterprise Housing Authority HCV Program.
Authorization for Direct Deposit
Enterprise Housing Authority pays all landlords through Direct Deposit. Please complete this form along with your Ownership Packet.
Property Manager Authorization
This form informs Enterprise Housing Authority of any persons or agencies permitted to sign contracts and/or accept payment on your behalf.
Required by the IRS for all persons receiving money.
This form will be completed by the landlord and the resident and returned to Enterprise Housing Authority once the unit is leased. Upon receipt, Enterprise Housing Authority will complete a Rent Reasonable Assessment, and Resident Affordability Assessment and then schedule the residence for inspection. Housing Assistance Payments cannot begin until all three of these things are complete and passed.
All landlords sign a Housing Assistance Payments Contract. This form will be completed by the Enterprise Housing Authority and provided to you and the resident for signature. Delays in signing this form could result in delays to your payments.
Required as part of every lease.
Required when requesting rent increases. Rent increases will only be approved at annual recertification if requested 60 days in advance and the rent is determined to be reasonable.
